

Project Overview and Purpose
Planning and development are underway on a proposed project to extend C.F. Harvey Parkway (N.C. 148) from N.C. 58 to N.C. 11 north of Kinston to improve connectivity in northern Kinston between U.S. 70, N.C. 58 and N.C. 11.
Adjacent regional and area activity centers in the area that would benefit from improved connectivity include Global TransPark, the U.S. 70 Industrial Park and industrial facilities along N.C. 11 – and points of interest northeast of Kinston – including Greenville, East Carolina University Medical Center and other communities.

Project Highlights
The C.F. Harvey Parkway extension would be a four-lane, median divided freeway with full-control access – meaning vehicles would only be able to get on the freeway at interchanges at N.C. 58 and N.C. 11.
The N.C. Department of Transportation identified two options – referred to as alternatives – that both begin at the intersection of C.F. Harvey Parkway and N.C 58 and extend onto a new location to N.C. 11.
Alternative 1 is approximately 4 miles long and intersects with N.C. 11 slightly north of the N.C. 55 and N.C. 11 intersection.

Alternative 2 is approximately 6.5 miles long and intersects with N.C. 11 near the Grainger Station Road and N.C. 11 intersection.
Based on the results of an Environmental Assessment, NCDOT recommends Alternative 2, primarily because it would have the least impact on the human and natural environment while providing a more direct connection to areas northeast of Kinston.
